The Committees study government bills to check their conformity with human rights and other constitutional aspects. They make proposals on issues related to civil rights guarantees, the regulation on relations between the different nationalities living in Estonia. |
| Membership |
The Constitutional Committee consists of 9 and Foreign Affairs Committee of 10 members. The parliamentary factions recommend to the Committees members taking into consideration the interest and competence of their members. The composition of the Committees is approved by the Riigikogu for the four-year term. |

The Committees may not hold public hearings (ministers, government officials). The Committees are responsible and accountable to the Riigikogu. |

The Committees hold joint committee meetings with other standing committees on matters on legislation of common interest. |
